Youth-led demonstrations that began over exam irregularities have grown into a broader movement centred on unemployment, economic opportunities and concerns about public institutions, creating a challenge for Prime Minister Narendra Modi’s government.
Protests Put Modi Government Under Pressure
NEW DELHI: Two weeks after youth-led protests contributed to the resignation of India’s education minister, the government of Prime Minister Narendra Modi is facing continued political pressure.
The demonstrations, associated with the online Cockroach Janta Party (CJP) movement, initially focused on allegations surrounding examination irregularities. However, the protests soon expanded into a wider expression of frustration among young Indians over unemployment, limited economic opportunities and concerns about the functioning of public institutions.
Although large-scale demonstrations have largely subsided after some key demands were addressed, the issues behind the protests remain unresolved.
Education Minister’s Resignation
The resignation of Education Minister Dharmendra Pradhan on July 25 represented a significant political setback for the government.
It was viewed as a rare concession by an administration that has sought to project an image of political strength and determination during more than a decade in power.
Following the protests, authorities took several steps aimed at addressing public anger. Parliament increased penalties for examination-paper leaks, while police in several cities reportedly withdrew cases against protesters after facing criticism over the use of force during demonstrations.
However, these measures have not necessarily addressed the wider concerns that brought young people onto the streets.
Social Media Changes the Protest Landscape
One of the most notable aspects of the movement has been the role of social media.
Young protesters used short videos, posts and other digital content to spread their message rapidly, allowing demonstrations that began in New Delhi to gain attention in other parts of the country.
The protests also highlighted a changing relationship between Indian political leaders and younger social media users.
Modi, who has long maintained a significant presence on X, has recently turned towards Instagram, posting vertical, informal-style videos aimed at connecting with younger audiences.
The shift reflects the growing importance of platforms where young users increasingly consume political and social content.
Concerns Over Surveillance and Internet Restrictions
The demonstrations also raised concerns about the methods authorities use to monitor protests.
According to reports, AI-powered camera technology was used to monitor and identify demonstrators. Some women who appeared in viral protest videos also reported receiving online abuse and rape threats.
Internet restrictions created another challenge for protesters. A shutdown around the main protest site in New Delhi disrupted communications, forcing young demonstrators to find alternative ways of staying connected.
According to Access Now, India was among the countries with the highest number of internet shutdowns globally last year, with authorities citing situations including protests, conflicts and communal tensions.
Anger Goes Beyond Examination Leaks
While alleged examination irregularities triggered the demonstrations, the movement quickly came to represent broader economic frustrations.
For many young Indians, years of education and preparation for highly competitive examinations do not guarantee stable employment. The uncertainty surrounding jobs and financial security has therefore become a central concern.
This broader frustration could give the movement greater staying power.
Addressing examination cheating and paper leaks may resolve the immediate dispute, but it does not necessarily solve the underlying problems related to employment, economic mobility and confidence in public institutions.
‘Cockroach’ Movement Seeks Wider Influence
The protests have helped the CJP establish a significant online following, although digital popularity alone does not guarantee lasting political influence.
CJP founder Abhijeet Dipke has said the group plans to organise a nationwide listening tour to hear the concerns of young Indians while continuing to support demonstrations related to examination irregularities.
Protests have also continued in some areas, including the eastern state of Jharkhand, suggesting that the grievances behind the original demonstrations have not completely disappeared.
Dipke has called for what he described as a public movement aimed at restoring trust and neutrality in public institutions.
At the same time, he has indicated that the CJP currently intends to operate primarily as a pressure group rather than a conventional political party.
Youth Could Become a Major Political Factor
The movement could ultimately push India’s political parties to pay greater attention to the concerns of younger voters.
India has a large young population, making youth employment, education and economic opportunities important political issues. However, transforming street protests and online support into actual electoral influence is considerably more difficult.
With the next national election still several years away, both the ruling Bharatiya Janata Party (BJP) and opposition parties have time to respond to the concerns raised by young protesters.
The lasting impact of the movement may therefore depend on whether its organisers can maintain public support after the immediate examination dispute fades—and whether India’s political parties can offer credible solutions to the deeper problems of employment, economic security and institutional trust.
