ISLAMABAD: Pakistan has taken a significant step toward the redevelopment of Karachi’s waterfront by signing a memorandum of understanding (MoU) with Saudi and local partners to explore the establishment of a large-scale maritime business district on prime Karachi Port Trust (KPT) land.
The agreement marks a potential milestone in Pakistan’s efforts to modernize its maritime infrastructure, attract foreign investment, and strengthen economic cooperation with Saudi Arabia.
Strategic Partnership for Waterfront Development
According to a press statement issued on Saturday, the MoU was signed between Karachi Port Trust (KPT), Saudi Business Council–NAJD Gateway Holding Company, Arif Habib Dolmen REIT Management Limited (AHDRML), and the Pakistan Corporate Consortium.
Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry said the proposed development would be located on a 140-acre KPT site situated on Karachi’s MT Khan Road, one of the city’s most strategically located waterfront areas.
The project envisions transforming the site into a modern maritime and commercial district that could serve as a major hub for business, trade, and investment activities.
Vision for a Modern Commercial Hub
Officials said the planned development would include modern commercial infrastructure designed to attract domestic and international investors, generate employment opportunities, and contribute to Karachi’s urban growth.
The initiative is also expected to enhance the economic value of KPT’s waterfront assets while supporting Pakistan’s broader ambitions of expanding maritime commerce and improving port-related services.
“This strategic collaboration is a transformative opportunity to unlock the full potential of Karachi Port Trust’s waterfront assets and position Pakistan as a regional hub for maritime commerce and investment,” Minister Chaudhry said.
He emphasized that the project would move forward only after fulfilling all legal and regulatory requirements under Pakistani law.

The signing of the MoU reflects the growing economic partnership between Pakistan and Saudi Arabia. In recent years, both countries have sought to expand cooperation beyond traditional sectors, exploring opportunities in infrastructure, logistics, transportation, and trade facilitation.
During the visit, members of the Saudi delegation reportedly expressed strong interest in broader collaboration within Pakistan’s maritime sector, including potential investments in port infrastructure and related development projects.
Officials believe that such partnerships could help modernize Pakistan’s port facilities while attracting long-term foreign investment.
Potential Regional Impact
If approved and implemented, the Karachi waterfront project could become one of the largest commercial waterfront developments in the region. Its strategic location near one of Pakistan’s busiest ports positions it as a potentially important center for maritime business and commercial activity.
The project is expected to support economic growth, encourage private-sector participation, and contribute to Karachi’s transformation into a more competitive regional business destination.
