The National Electric Power Regulatory Authority (NEPRA) has approved a positive Fuel Charges Adjustment (FCA) of Rs1.11 per unit for electricity consumed in August 2026, adding an estimated Rs16 billion to consumers’ bills issued in October.
NEPRA notified the adjustment on Thursday, citing a rise in the actual fuel cost of electricity generation compared with the reference fuel charges.
According to the regulator’s notification, the actual fuel cost component for August stood at Rs8.21 per kilowatt-hour (kWh), compared with the reference cost of Rs7.10 per kWh. The difference resulted in an FCA of Rs1.11 per unit.
The additional charge will be reflected separately in electricity bills issued during October.
Who will pay the additional charge?
The positive FCA will apply to consumers of ex-WAPDA distribution companies (XWDISCOs) as well as K-Electric.
However, the adjustment will not apply to lifeline consumers, electric vehicle charging stations (EVCS) or prepaid electricity consumers who have opted for prepaid tariffs.
NEPRA also clarified that electricity consumed under the Incremental Consumption Package will be subject to the adjustment.
The regulator directed all relevant distribution companies and K-Electric to incorporate the August FCA into October bills. The amount is to be calculated according to the number of units consumed and billed during August.

FCA to be recovered in later bills if necessary
NEPRA instructed electricity suppliers to show the fuel adjustment separately on consumers’ bills.
If an October electricity bill was issued before the FCA notification, the additional amount may be recovered in the following billing month, according to the regulator.
NEPRA said the adjustment had been made under the relevant provisions of the NEPRA Act following amendments that allow the authority to revise approved tariffs in response to changes in fuel costs.
K-Electric also included
The regulator extended the same fuel adjustment to K-Electric consumers in line with federal government policy guidelines concerning the application of uniform fuel charge adjustments.
NEPRA also directed XWDISCOs and K-Electric to comply with relevant court orders while implementing the adjustment.
The latest increase means eligible consumers will see an additional Rs1.11 charged for each applicable unit consumed during August, with the amount appearing in their October electricity bills.
