The Punjab Assembly has passed the Child Marriage Restraint Bill 2026 with a majority vote, officially making marriage below the age of 18 a criminal offence in the province.

The legislation is aimed at strengthening child protection laws and addressing long-standing social concerns related to early and forced marriages.

Strict Punishments for Offenders

Under the new law, any adult above 18 years of age found guilty of marrying a child will face rigorous imprisonment ranging from two to three years, along with a fine of up to Rs500,000.

The law clearly states that involvement in child marriage, whether direct or indirect, will be treated as a punishable offence.

Parents and Guardians Also Held Responsible

The bill also extends legal responsibility to parents, guardians, or any individuals who facilitate or allow child marriages to take place.

Such individuals can face the same punishment—two to three years in prison and a fine up to Rs500,000—if they are found guilty of promoting, permitting, or failing to prevent a child marriage.

Government Focus on Enforcement and Awareness

Provincial authorities have emphasized that the effectiveness of the law will depend on strict enforcement mechanisms along with public awareness campaigns.

Officials associated with child protection efforts have welcomed the legislation, calling it an important step toward improving child welfare and safeguarding girls’ rights across the province.

Social Impact of the Law

Child marriage has remained a serious issue in several parts of Pakistan, often linked to poverty, lack of education, and cultural practices. The new law is expected to create stronger deterrence and encourage families to prioritize education and development over early marriage.

Experts believe that the legislation could contribute to improved health outcomes, higher education rates for girls, and broader social progress in the long term.

Conclusion

With the passage of the Child Marriage Restraint Bill 2026, Punjab has taken a strict legal stance against underage marriages. While challenges in implementation remain, the law represents a significant step toward protecting children and strengthening their rights within society.
